——政治上，成员国互信水平不断提高。早在上海合作组织的前身“上海五国”时期，各方就在解决边界问题、加强边境军事领域信任的过程中奠定了坚实的政治互信基础，为各国人民消弭冷战遗迹，开启友好合作铺平了道路。上海合作组成立后，成员国在独立、主权和领土完整等核心利益问题上相互坚定支持，在国际和地区事务中密切配合，有效维护了共同利益。2007年8月缔结的《成员国长期睦邻友好合作条约》，进一步将成员国人民“世代友好，永保和平”的夙愿以法律形式固定下来，成为本地区实现持久和平的重要保障。

On the political front, mutual trust among member states is constantly increasing. Even before the founding of the SCO, members of the "Shanghai Five", the predecessor of the SCO, had laid a solid foundation of political mutual trust in the process of addressing the boundary questions and enhancing confidence in the military field in border areas, thus paving the way for people in the region to overcome Cold War legacy and conduct friendly cooperation. Since the SCO was founded, member states have firmly supported each other on issues concerning such core interests as independence, sovereignty and territorial integrity. They have coordinated closely and effectively safeguarded their common interests on international and regional affairs. The Treaty on Long-term Good-Neighborliness, Friendship and Cooperation concluded in August 2007 has codified the common aspiration of the people of the member states to carry forward friendship and peace from generation to generation and served as an important safeguard for enduring peace in the region.

——组织建设方面，机制化和法制化建设进展顺利。建立起较完善的机制体系和运作机制，包括元首、总理、安全会议秘书、各部门负责人和国家协调员会议等多层次、宽领域会晤机制，以及秘书处和地区反恐怖机构两大常设机构，拥有了作为一个高水平国际组织应具备的各项要素和法律基础，为未来发展打下了良好的根基。

As for organic development, smooth progress has been made in institutional building. The SCO has developed a fairly full-fledged institutional system and operational mechanisms, including a multi-tiered, wide-ranging meeting mechanism comprised of the heads of state meeting, heads of government meeting, security council secretaries meeting, heads of ministries and agencies meeting and national coordinators meeting, and two permanent agencies, namely, the Secretariat and the Regional Counter-Terrorism Structure. It has all the necessary elements and legal basis for a high-level international organization and enjoys a sound basis for future development.

——安全上，地区和平稳定得到有力维护。上海合作组织成立伊始，成员国就在首次峰会上签署了《打击恐怖主义、分裂主义和极端主义上海公约》，将打击“三股势力”明确列为上海合作组织的重要任务。此后，各方又签署了反恐怖主义公约、禁毒合作协议、合作打击犯罪协定等多个安全合作文件，将合作范围逐步扩展到战略安全、防务安全、执法安全、信息安全、禁毒、反洗钱、打击跨国有组织犯罪等广泛领域，合作内容迅速充实丰富。成员国定期举行双边和多边反恐演习，并在大型国际活动安保方面开展合作，为维护本地区和平稳定发挥了巨大作用。
