As the premier forum for international economiccooperation, the G20 shoulders an importantmission in promoting world economic stability andgrowth. In recent years, thanks to our concertedefforts, the world economy has bottomed out andcontinued to move in a positive direction. On theother hand, economic recovery still lacksmomentum, risks remain in the financial market, andglobal trade continues to hover at a low level. Theestimate of the relevant international organizations has put this year’s growth of the worldeconomy and international trade at 3.3% and 3. 1% respectively, both lower than the pre-crisislevel.

二十国集团是开展国际经济合作的主要论坛，在促进世界经济稳定和增长方面肩负着重要使命。过去几年，在我们共同努力下，世界经济逐步走出低谷，不断朝好的方向发展。同时，我们也要看到，经济复苏之力并不强劲，金融市场还存在风险，国际贸易仍然在低位徘徊。国际组织预测今年世界经济增长3.3%，国际贸易增长3.1%，都低于国际金融危机前的水平。

A boat that sails against the current will be pushed backward if it does not move forward. Forus, the immediate priority is to coordinate macroeconomic policies, overcome developmentchallenges, reduce economic risks, and realize the goal of economic prosperity, financialstability. trade expansion, job creation and improved livelihood.

逆水行舟，不进则退。我们当前的首要任务，就是协调宏观经济政策，共同破解发展难题，减少经济风险，实现经济繁荣、金融稳定、贸易发展、就业和民生改善。

Just a few days ago, APEC introduced its plan for promoting growth in the Asia-Pacific region. Iam pleased to note that the G20 is also making its own efforts which are of great significance. Ithas formulated the Comprehensive Growth Strategy and adopted the target of lifting GDPgrowth by 2% over the next five years above the trajectory implied by existing policies.

不久前，亚太经合组织就推动亚太地区增长作出了规划。我高兴地看到，二十国集团也在作出努力，制定了全面增长战略，确立了未来5年在现有政策水平上额外增长2%的目标，这具有重要意义。

The key to implementing the Comprehensive Growth Strategy is to unleash and foster thedriving forces for sustained growth, and promote innovative development, integratedinterests and interconnected growth of all countries. In this connection, I suggest the G20make efforts in the following three areas:

落实全面增长战略，重要的是发掘和培育持久增长的动力，形成各国发展创新、利益融合、增长联动的新局面。为此，我建议二十国集团从以下3方面作出努力。

First, we should explore new ways to achieve growth. In our response to the internationalfinancial crisis, counter-cyclical stimulus policies were adopted to iron out volatility in theeconomy. Although such an approach produced visible short-term results, it failed to addressthe root cause of the problem. We must explore new thinking. policies and means ofdevelopment, and pay more attention to the quality and efficiency of growth. In particular,we should carry out structural reform in fiscal policies, taxation, finance, investment,competition, trade and employment, and combine macroeconomic policies with social policiesin order to generate momentum for wealth creation, release the power of the market, andpush for a transition from cyclical recovery to sustainable growth.

第一，创新发展方式。应对国际金融危机期间，我们通过逆周期的刺激政策，熨平经济波动，短期效果明显，但这多是治标不治本。我们必须创新发展理念、政策、方式，更加重视增长质量和效益，特别是通过财税、金融、投资、竞争、贸易、就业等领域的结构改革，通过宏观经济政策和社会政策的结合，让创造财富的活力竞相迸发，让市场力量充分释放，推动经济从周期性复苏走向可持续性增长。

We should also place high importance on the pulling effect of infrastructure on the economy.When hosting the APEC Economic Leaders’ Meeting, China had made connectivity one of the keyissues on the agenda in order to create new drivers of economic growth. We support the G20in establishing a Global Infrastructure Hub and the .World Bank in setting up a GlobalInfrastructure Facility, and we will also contribute our share to global infrastructure investmentthrough such means as the building of the Silk Road Economic Belt, the 21st Century MaritimeSilk Road, the Asian Infrastructure Investment Bank and the Silk Road Fund.

在这方面，我们也要重视基础设施建设对经济的拉动效应。中方在主办亚太经合组织领导人非正式会议期间，将互联互通作为核心议题之一，目的就是开辟新的增长点。我们支持二十国集团成立全球基础设施中心，支持世界银行成立全球基础设施基金，并将通过建设丝绸之路经济带、21世纪海上丝绸之路、亚洲基础设施投资银行、丝路基金等途径，为全球基础设施投资作出贡献。

Second, we should build an open economy. Expansion in world trade benefits all countries, whilea smaller world market is in no country’s interest. We should continue to champion free trade,uphold the multilateral trading system, build a mutually-beneficial global value chain andfoster a big global market. We should continue to oppose trade and investmentprotectionism, and push forward the Doha Round negotiations. We should make sure thatvarious free trade agreements are open, inclusive, transparent and non-discriminatory, andprevent the global market from being carved up and avoid a fragmented trade system.

第二，建设开放型世界经济。世界贸易扩大了，各国都受益。世界市场缩小了，对各国都没有好处。我们要继续做全球自由贸易的旗手，维护多边贸易体制，构建互利共赢的全球价值链，培育全球大市场。要继续反对贸易和投资保护主义，推动多哈回合谈判。要推动各种自由贸易协定做到开放、包容、透明、非歧视，避免市场分割和贸易体系分化。

Third, we should improve global economic governance. This year marks the 70th anniversary ofthe Bretton Woods conference, which gives us an opportunity to take stock of theexperience of the Bretton Woods system and further improve global economic governance. Weshould seize the opportunity to build a fair, equitable, inclusive and well-managed internationalfinancial system. increase the representation and voice of emerging markets and developingcountries, and ensure equal rights, opportunities and rules for all countries in internationaleconomic cooperation. We should speed up the effective implementation of the IMF reformpackage, and strengthen the global financial safety net. The New Development Bank andContingency Reserve Arrangement established by the BRICS countries and the AsianInfrastructure Investment Bank initiated by over 20 Asian countries all make a positivecomplement to the international financial system.

第三，完善全球经济治理。今年是布雷顿森林会议70周年，各方都在总结布雷顿森林体系的经验，进一步完善全球经济治理。我们要以此为契机，建设公平公正、包容有序的国际金融体系，提高新兴市场国家和发展中国家的代表性和发言权，确保各国在国际经济合作中权利平等、机会平等、规则平等。要加快并切实落实国际货币基金组织改革方案，加强全球金融安全网。金砖国家宣布成立开发银行和应急储备安排，亚洲二十多个国家发起建立的亚洲基础设施投资银行，这是对国际金融体系的有益补充。

China’s economic growth is an important engine of the world economy. According to theestimate of the relevant international organization, China is one of the largest contributors tothe G20’s Comprehensive Growth Strategy, which is the result of the policy measures China hastaken for the purpose of fostering steady growth, adjusting economic structure, advancingreform and improving people’s livelihood. The growth strategy China has submitted to theG20 includes 134 such policy measures, fully demonstrating our resolve, thinking and action topromote growth through reform.

中国经济增长是世界经济增长的重要动力。根据国际组织测算，中国是二十国集团全面增长战略的最大贡献者之一。这样的贡献，源自中国自身稳增长、调结构、促改革、惠民生的政策措施。中国向二十国集团提交的增长战略包括了134项这样的政策措施，充分展示了中国以改革促增长的决心、理念和行动。

The Chinese economy will keep the momentum of strong, sustainable and balanced growth. Itsannual growth is equivalent to the economic aggregate of a medium-sized developedcountry. Over the next five years, China will import US$10 trillion of goods and invest overUS$500 billion overseas. This will lead to more demand in world economy and create moremarket, investment and growth opportunities. As the host of the G20 summit in 2016, China isready to make even greater contribution to and play a bigger role in driving world economicgrowth.

中国经济将继续保持强劲、可持续、平衡增长势头，每年增量相当于贡献了一个中等发达国家的经济规模。未来5年，我们将进口超过10万亿美元商品，对外投资超过5000亿美元。这些将为世界经济提供更多需求，创造更多市场机遇、投资机遇、增长机遇。作为2016年二十国集团领导人峰会主办国，中国愿意为推动世界经济增长作出更大贡献、发挥更大作用。

Here, I wish to announce that China will subscribe to the IMF Special Data DisseminationStandard.

As the saying goes, if you want to walk fast, walk alone; if you want to walk far, walk together.In the face of the various risks and challenges of the world economy, the members of the G20must foster a sense of community of shared interests and destiny, and stay as good friendsand good partners. We should actively coordinate macroeconomic policies, and pursue win-win cooperation with the growth of one country supplementing and reinforcing the growth ofanother. Through these efforts, we will enable the G20 to walk steady and far to truly helpstabilize the world economy, drive global growth and enhance global economic governance,bringing more benefits to the people of all countries.

独行快，众行远。面对世界经济面临的各种风险和挑战，二十国集团成员要树立利益共同体和命运共同体意识，坚持做好朋友、好伙伴，积极协调宏观经济政策，努力形成各国增长相互促进、相得益彰的合作共赢格局。我们要通过这样的努力，让二十国集团走得更好更远，真正成为世界经济的稳定器、全球增长的催化器、全球经济治理的推进器，更好造福各国人民。
