What parents do, in other words, is of deep concern to the state, for the obvious reason that caring for children is not only morally urgent but essential for the future of society.

本句的主干是What parents do…is of…concern…。in other words是插入语。for the obvious reason…引导的是句子的原因状语，其中that引导的是reason的同位语从句，该从句中还包含not only…but…(不仅……而且……)的句型。

1.in other words的意思是“换句话说，也就是说”。如：

They asked her to leave. In other words, she was feed.

他们让她离开，也就是说，她被解雇了。

2.be of concern (to sb.)的意思是“令(某人)感到担心的，是(某人)所关心的”。如：

Those students' behaviour was of concern to their school.

学校所关心的是那些学生的行为。

3.for the reason that的意思是“原因是……，由于……”。如：

You should learn a foreign Language for the reason that you may need it work.

你应该学一门外语，因为你在工作中可能会用到。

4.be essential for的意思是“对……是绝对重要的，必不可少的”。如：

Plenty of exercise is essential for a healthy life.

进行大量的锻炼对于健康的生活而言是必不可少的。
