As a kind of non-private study abroad, the government-sponsored study abroad represents a major way for the government selection of excellent talents for further study overseas. This selection is based on the requirements of China's modernization drive. Specifically, it refers to the government sponsored sending of senior research fellows or graduate students engaging in key and strategic fields and applied social sciences, etc., to well-known colleges and universities in countries and regions with developed science, technology, and education for further study. These overseas programs feature some financial assistance for study and life. The government-sponsored study abroad, however, has a small quota, with only a few thousand people sent each year.
