温家宝：您的中文讲得真好，而且您一连就提了三个问题。

You speak very good Chinese, you actually raised 3 questions. Mr. Premier, I'm with the Wall Street Journal, my name is Andy Brown and I have 2 questions, China is now the largest creditor of the United States, and how would you comment on the US government's policy to tackle financial crisis, some people are saying that given the huge debt level of the United States, it is likely that the US dollar will further depreciate, are you worried about the Chinese investment in the United States, if so, what is China's investment strategy to diversify the investment risks. And can you ensure or give your word here that China will not devalue the RMB currency, or at least in a short-term, and another question is that whether China will increase its contribution to the IMF.

温家宝: 中国确实是美国最大的债权国，美国又是世界上最大的经济体，我们十分关注美国经济的发展。奥巴马总统的新政府采取了一系列应对金融危机的措施，我们对这些措施的效果予以期待。

It is true that China is now the largest creditor of the United States, the United States is the largest economy in the world, we follow very closely the economic development in their country. President Obama and his new administration have introduced a host of steps to tackle the international financial crisis, and we do have our expectations of the effect of those steps.

我们把巨额资金借给美国，当然关心我们资产的安全。说句老实话，我确实有些担心。因而我想通过你再次重申要求美国保持信用，信守承诺，保证中国资产的安全。

We have borrowed huge amount of money to United States, we've actually lent huge amount of money to United States rather. Of course, we're concerned about the safety of our assets, to be honest, I'm a little bit worried, and I would like to through you to call on the United States to honor its words and stay a creditable nation and ensure the safety of Chinese assets.

众所周知，经过多年的改革和建设，我们积累了巨额的外汇，这显示了中国的经济实力在外汇储备这个问题上，我们第一位的是维护国家的利益。始终坚持外汇“安全、流动和保值”的原则，防范风险，并且实行多元化的战略。

As you may know that thanks to the China's reform and the development over the years, we have accumulated huge amount of foreign exchange reserves and this has shown the economic strength of China. In managing our foreign exchange reserves, the number 1 principle that we follow is to fend off risks, we always adhere to the principle of / safety, liquidity and good value of our foreign exchange reserve management. And we also adopt a diversified strategy in this regard.

在外汇储备这个问题上，我们第一位的是维护国家的利益, 同时，我们也要考虑国际金融市场的稳定。因为这两者是相互联系的。

When it comes to China's foreign exchange reserve, 1st and foremost we need to ensure China's national interests and at the same time, we also need to take into account the overall international financial stability. And I think these 2 aspects are interrelated.

至于你提到人民币贬值，这不符合实际情况。从2005年7月份我们实行汇率改革以来，人民币相对美元升值21%。虽然最近人民币对美元升值的幅度并不那么大，但是由于欧洲货币、亚洲货币大幅贬值，人民币实际上也处在升值的状况。这对我们外贸出口带来了压力。

As for your question about the devaluation, a possible devaluation of the RMB, I don't think the RMB is depreciating. Since July 2005, China introduced the reform of exchange rate formation mechanism, and ever since that reform was introduced, the RMB has appreciated against US dollar by 21%. In the past one year, we can see that although there is a little bit depreciation of the RMB against the US dollar, but at the same time, we have seen drastic depreciation of the currencies of the European Union countries and some Asian countries. And in this context, the RMB is actually appreciating in comparative terms. This has also put more and more pressure on China's export.
