俄罗斯国际文传电讯社记者：今年是俄罗斯和中国建交60周年，请问杨部长，您认为我们两国关系再继续发展有什么潜力?另外俄罗斯和中国在国际组织、“金砖四国”框架内合作还有什么空间?

Interfax: This year marks the 60th anniversary of the establishment of diplomatic relations between China and Russia, how do you comment on China-Russia relations and what potential do you think can be released in China-Russia cooperation in international organizations and among the BRIC countries?

杨洁篪：中俄战略协作伙伴关系已经建立13年了。13年来，两国关系取得了巨大的发展，特别是近年来的发展更是令人瞩目。今年，我们要做好如下四个方面的工作：第一，要进一步加强双边的高层交往、互访和各个层次的接触，以进一步增进互信，加强合作。第二，我们需要大力地开展在各个领域的务实合作，特别是在能源、科技等各个方面的合作。最近，两国举行了中俄能源谈判代表第三次会晤，双方就修建原油输送管道、贷款、长期供油等达成了重要的协议，这是互利双赢的结果。第三，要全面地推进两国人文交流。今年恰逢中俄建交60周年，中国将举办“俄语年”，我们一定要扎扎实实地搞好各方面的活动，以进一步增进两国人民的相互了解和友谊，进一步巩固两国关系发展的民意基础。第四，中俄两国都是世界上的大国，是联合国安理会常任理事国，我们要进一步加强在重大国际问题上的合作，推动世界多极化、国际关系民主化，要为维护地区和世界的和平稳定和发展作出更大的贡献。

中国、俄罗斯、巴西、印度都是在世界上有重要影响的国家，被称为“新兴大国”。我们在很多方面面临着相同的挑战，也有着共同的发展机遇。四个国家的国家领导人和外长进行过会晤，也交流过不少意见，我觉得继续这种做法是十分有益的，有利于推进四国的合作，也有利于有关地区乃至世界的和平稳定和发展。

Minister Yang: It has been 13 years since China and Russia established the strategic partnership of coordination. China-Russia relations have come a long way in the past 13 years and made a lot of progress, particularly in recent years. I believe in the new year we should make efforts in the following four areas. First, we should enhance high-level exchanges and mutual visits and strengthen exchanges at other levels, so that we will be able to increase our mutual trust and strengthen our cooperation. Second, I think the two countries should engage fully in practical cooperation in all fields, particularly in the fields of energy, science and technology. Recently, the representatives of China-Russia energy negotiations held their third meeting. They reached agreement on a series of important aspects, including the construction of crude oil pipelines, loans as well as the long-term trading in crude oil. These agreements are mutually beneficial. Third, we should make great efforts to promote cultural exchanges and people-to-people interaction between China and Russia. This year is the 60th anniversary of the establishment of diplomatic relations between the two countries. It is also the Russian Language Year in China. We should make every effort to make all these activities successful to increase mutual understanding and friendship between our peoples and strengthen the popular support for China-Russia relations.

Both China and Russia are major countries in today's world and permanent members of the UN Security Council. It is important for the two countries to strengthen cooperation on major international issues, promote world multipolarity and greater democracy in international relations, and make greater contribution to world peace, stability and development.

China, Russia, Brazil and India are countries with important influence in today's world. They are called the "big emerging countries". We face a lot of common challenges in many areas and also share many development opportunities. Leaders and foreign ministers of those four countries have met to exchange views. I think it will be useful to continue such practice, as I believe this is in the interest of cooperation among the four countries. It is also in the interest of peace, stability and development in the relevant regions and the world.
