洪磊首先发布消息:

应俄罗斯联邦政府副总理茹科夫、副总理谢钦和土库曼斯坦政府副总理霍贾穆哈梅多夫的邀请,中国国务院副总理王岐山将于11月21日至24日访问俄罗斯,举行中俄总理定期会晤委员会第十四次会议和中俄能源谈判代表会晤,并陪同温家宝总理出席中俄总理第十五次定期会晤;11月24日至25日访问土库曼斯坦,举行中土合作委员会第一次会议。

应俄罗斯联邦政府副总理茹科夫邀请,国务委员刘延东将于11月20日至24日访问俄罗斯,举行中俄人文合作委员会第十一次会议、出席俄罗斯“汉语年”闭幕式,并陪同温家宝总理出席中俄总理第十五次定期会晤。

问:据报道,法国总统萨科齐称,缅甸释放昂山素季与中方向缅政府施加影响有关。中方是否曾就释放昂山素季做过缅甸政府的工作?

答:尊重其他国家根据本国国情选择的发展道路,在和平共处五项原则基础上发展同包括缅甸在内的各国友好关系,是中国政府一贯的政策主张。我们是这么说的,也是这么做的。

问:近日,苏丹南方公投登记正式开始。中方对此有何评论?

答:苏丹南方公投登记工作的正式启动是朝着顺利举行南方公投迈出的积极步骤。中方愿与国际社会一道,继续支持和鼓励苏丹北南双方通过对话和协商,全面落实和平协议,推动苏丹实现长期稳定与发展。

问:柬埔寨首相洪森近日表示,湄公河水位高低是由全球气候变化引起的不规律降雨造成的,认为这与中国建设水电大坝有关是错误的。中方对此有何评论?

答:中国与湄公河沿岸国家都是山水相连的友好邻邦,合理开发利用澜沧江-湄公河水资源符合湄公河沿岸各国的整体利益。作为负责任的上游国家,中方在澜沧江水资源开发过程中一贯高度重视对环境和生态的保护,充分照顾下游国家关切。

问:温家宝总理访问印度的日程是否已确定?

答:我没有可以提供的信息。

问:日本首相菅直人表示,胡锦涛主席与他会晤时,双方同意将中日关系恢复到今年6月他就任首相时的水平,将两国关系从负数回归到零。中方对此有何评论?今后中日两国将从哪些方面进一步改善关系?

答:中日两国走和平、友好、合作之路是符合两国和两国人民根本利益的正确选择。双方应该从战略高度和长远角度,恪守中日四个政治文件确定的各项原则,牢牢把握中日关系发展的正确方向,努力推动中日战略互惠关系沿着健康稳定的轨道向前发展。

我们认为,双方应共同努力,持之以恒开展民间和人文交流,增进两国人民相互了解和友好感情。中日互为主要经贸合作伙伴,双方应继续深化互利合作。两国应在国际事务中加强对话协调,共同致力于亚洲振兴,共同应对全球性挑战。

问:美国国会“美中经济与安全评估委员会”近日发表报告称,今年4月,中国电信公司拦截美国网站流量达18分钟。中国政府对此事是否知情?对此有何评论?

答:我们注意到中方有关公司已就此事作出了回应。

问:有评论称,中国在雅鲁藏布江上游建造的大坝可能对下游国家环境造成影响。中方对此有何回应?

答:中方在开发跨境水资源时向来持负责任态度,实行开发与保护并举的政策,会充分考虑对下游的影响。

At the invitation of Russian Deputy Prime Minister Zhukov and Deputy Prime Minister Sechin, Vice Premier Wang Qishan will pay a visit to Russia from November 21 to 24, during which he will hold the 14th meeting of the committee of China-Russia Prime Ministers' regular meeting and China-Russia Energy Negotiators' Meeting and accompany Premier Wen Jiabao to attend the 15th Regular Meeting of Chinese and Russian Prime Ministers. At the invitation of Turkmenian Deputy Prime Minister Hojamuhammedow, Vice Premier Wang Qishan will visit Turkmenistan from November 24 to 25 and hold the first meeting of China-Turkmenistan Cooperation Committee.

At the invitation of Russian Deputy Prime Minister Zhukov, State Councilor Liu Yandong will pay a visit to Russia from November 20 to 24, during which she will hold the 11th meeting of Committee on China-Russia Cultural Cooperation, attend the closing ceremony of the "Year of Chinese Language" in Russia and accompany Premier Wen Jiabao to attend the 15th Regular Meeting of Chinese and Russian Prime Ministers.

Q: French President Sarkozy reportedly said that China influenced the Myanmar Government in its freeing of Madam Aung San Suu Kyi. Could you confirm whether the Chinese side had worked on the Myanmar Government for her release?

A: China respects other countries' choice of development path according to their national conditions and develops friendly relations with other countries including Myanmar on the basis of the Five Principles of Peaceful Co-existence. This is China's consistent policy and position that can be reflected in its actions.

Q: Voter registration for the upcoming South Sudan referendum has officially started. How do you comment?

A: The official start of the voter registration for South Sudan referendum is a positive step towards a smooth referendum process. China is ready to join the international community to support and encourage the North and the South to materialize the peace agreement in a comprehensive manner through dialogue and consultation so as to move Sudan towards long-term stability and development.

Q: Cambodian Prime Minister Hun Sen said that the rise and fall of Mekong River water level was caused by irregular rainfall in the context of climate change, and that it was erroneous to blame it on China building hydropower dams. How do you comment on that?

A: China and Mekong River countries are friendly neighbors that are connected by mountains and rivers. It is in the integral interest of all Mekong River countries to make reasonable development of Lancang -Mekong River water resources. As a responsible upstream country, China always attaches great importance to eco-environmental protection in the development of Lancang River water resources, fully accommodating the concern of downstream countries.

Q: Can we get a fixed date of Premier Wen Jiabao's visit to India?

A: I don't have any information to share.

Q: Japanese Prime Minister Naoto Kan said that in his meeting with President Hu Jintao, both sides agreed to restore China-Japan relationship to where it was this June, when Mr. Kan took office so that the bilateral relations could start afresh. How do you comment? What is to be done in this direction?

A: It is a correct choice in the fundamental interest of two countries and two peoples that China and Japan follow the path of peace, friendship and cooperation. From a strategic and long-term perspective, the two sides should adhere to the principles set in the four political documents between China and Japan and firmly steer China-Japan relations in the right direction so that China-Japan strategic relations of mutual benefit could move on the track of sound and stable development.

We believe the two sides should exert joint efforts to maintain people-to-people exchanges in an effort to improve mutual understanding and friendliness, continue to deepen mutually beneficial cooperation as major trade partners and strengthen dialogue and coordination in international affairs to jointly contribute to Asia's revitalization and address global challenges.

Q: The US-China Economic and Security Review Commission said in its recent report that a Chinese telecommunications firm rerouted internet traffic to and from US websites for 18 minutes this April. Is the Chinese Government aware of this? Do you have any comment?

A: We take note that relevant Chinese company has already made response to that.

Q: How do you respond to the claim that the hydropower dam which China plans to build on the Yarlung Zangbo River could bring environmental impact on downstream countries?

A: Taking a responsible attitude towards developing cross-border water resources, China places equal emphasis on development and protection and takes full consideration of potential impact on downstream areas.
