2010年11月11日,外交部发言人洪磊主持例行记者会。

洪磊首先发布消息:

一、国务院总理温家宝将于11月12日出席在广州举行的第16届亚运会开幕式。

二、应新加坡共和国总理李显龙、南非共和国副总统卡莱马·莫特兰蒂、安哥拉共和国副总统费尔南多·多斯桑托斯和博茨瓦纳共和国副总统蒙帕蒂·梅拉费邀请,国家副主席习近平将于11月14日至24日对上述四国进行正式访问。

习近平副主席访问上述四国期间,将会晤各国领导人,就双边关系及地区国际热点问题交换意见。在新加坡期间,习副主席将出席中新建交20周年招待会并致辞,出席邓小平纪念碑揭幕仪式、中国文化中心奠基仪式。在南非期间,习副主席将与莫特兰蒂副总统共同主持中南国家双边委员会第四次全会,出席纪念中非合作论坛成立十周年学术研讨会开幕式并发表演讲,阐述中国对非政策。

我们相信,在各方共同努力下,此访将推动中国同上述四国友好合作关系及中国-东盟关系、中非关系进一步发展。

三、应斯里兰卡总统拉贾帕克萨邀请,胡锦涛主席特使、全国人大常委会副委员长桑国卫将于11月17日至20日访问斯里兰卡,出席拉贾帕克萨总统第二任期就职典礼和汉班托塔港启用仪式。

问:据报道,日本海上保安厅一名职员承认泄露了“撞船事件”录像,中方对此有何评论?

答:我们注意到有关报道。中方不希望所谓录像问题继续干扰中日关系。

问:据报道,马来西亚国防部长哈米迪日前与美国防部长会谈后表示,马来西亚并未感到来自中国的威胁,更愿意与中国交往。中方对此有何评论?

答:睦邻互信、和谐相处、互利合作、共同发展是中国和亚洲邻国的共同愿望和共同利益,也是中国和亚洲邻国关系的主旋律。中国珍视同周边国家的传统友谊,坚持以邻为善、与邻为伴的周边外交方针,致力于同周边国家共同营造和平稳定、平等互信、合作共赢的地区环境。中国愿同包括马来西亚在内的亚洲各国共同努力,建设一个更加和平稳定和发展繁荣的亚洲。

问:APEC会议期间中日领导人会晤的日期和议题是否能够确定?

答:我没有新的信息向你提供。

问:美国总统奥巴马昨日在印度尼西亚演讲时称,缺乏自由的繁荣是另一种形式的贫困。你是否认为这是在指中国?对此有何评论?

答:我们希望有关国家尊重各国走符合本国国情的发展道路。

问:日本首相菅直人近日表示,APEC会议期间中日领导人能否会晤主要取决于中方态度。他还指出,希望中国通过G20峰会和APEC会议更明确地表明将按照国际通行规范承担责任。中方对此有何评论?

答:关于中日关系,近期我们已多次表明了中方的态度。

关于第二个问题,事实已经并将继续证明,中国是国际社会负责任的成员。中国将坚定不移走和平发展道路,坚持奉行互利共赢的开放战略,继续同世界各国发展友好合作,携手推动持久和平、共同繁荣的和谐世界。

问:胡锦涛主席和菅直人首相都将出席在首尔举行的G20峰会。两国领导人在会议期间是否有机会进行会晤?

答:我在这方面没有新的信息。

问:能否介绍有多少位外国国家元首和政府首脑将出席广州亚运会开幕式?有哪些双边会晤安排?

答:出席广州亚运会开幕式的国际组织和外国政要有:亚奥理事会主席艾哈迈德·法赫德亲王、国际奥委会主席罗格、巴基斯坦总统扎尔达里、泰国总理阿披实等。有关会晤正在安排之中。

问:中方如何看待美国总统奥巴马最近的亚洲之行?是否认为美国加强与亚洲地区盟友关系会影响中国与邻国的关系?

答:作为亚太地区的重要国家,我们希望美国在本地区的作用有利于地区的和平、稳定与发展。

关于中国和亚洲邻国关系,我已阐述了中方的立场。我们认为,睦邻互信、和谐相处、互利合作、共同发展是当前中国和亚洲国家关系的主旋律。

问:中方对加入跨太平洋战略经济伙伴协定(TPP)持何立场?

答:对于包括跨太平洋战略经济伙伴协定在内的任何有利于亚太地区经济融合和共同繁荣的合作倡议,中方原则上都持开放、欢迎态度。我们认为,在当前形势下,应当在充分考虑本地区经济发展差异性和多样性的基础上,多种途径并举,循序渐进地推进亚太地区经济一体化进程。

问:一艘载有中国船员的货轮在日本冲绳附近海域失踪。请介绍搜救工作进展。

答:中国政府高度重视这一事件,正协调相关国家积极实施搜救。目前搜救行动还在进行当中。

On the afternoon of November 11, 2010, Foreign Ministry Spokesperson Hong Lei held a regular press conference.

Hong Lei started the conference with the following announcements:

Premier Wen Jiabao will attend the opening ceremony of the 16th Guangzhou Asian Games on November 12.

At the invitation of Prime Minister Lee Hsien Loong of the Republic of Singapore, Deputy President Kgalema Motlanthe of the Republic of South Africa, Vice President Fernando dos Santos of the Republic of Angola and Vice President Mompati Merafhe of the Republic of Botswana, Vice President Xi Jinping will pay official visits to the above four countries from November 14 to 24.

During his visits, Vice President Xi Jinping will meet with leaders of the four countries to exchange views on bilateral relations as well as regional and international hot-spot issues. During his stay in Singapore, Vice President Xi Jinping will attend and address a reception for the 20th anniversary of the establishment of China-Singapore diplomatic relations. He will also be present at an unveiling ceremony of Deng Xiaoping monument and a ground-breaking ceremony for the Chinese Culture Center. During his stay in South Africa, Vice President Xi Jinping will preside over the fourth plenum of China-South Africa bilateral committee together with Vice President Motlanthe, attend and address the opening ceremony of an academic seminar on the 10th anniversary of the establishment of China-Africa Cooperation Forum to expound on China's Africa policy.

We believe that through joint efforts, these visits will further promote China's friendly cooperation with the above four countries as well as China-ASEAN relations and China-Africa relations.

At the invitation of Sri Lankan President Rajapaksa, Mr. Sang Guowei, Special Envoy of President Hu Jintao and Vice Chairman of the NPC Standing Committee will pay a visit to Sri Lanka from November 17 to 20 to attend President Rajapaksa's inauguration for the second term and the launching ceremony of Hambantota Port.

Q: A Japan Coast Guard member has reportedly admitted guilty of the "collision incident" video leakage. How do you comment?

A: We have taken note of relevant report. China does not wish to see further disturbance to China-Japan relations by the so-called video issue.

Q: It's reported that after his recent talks with US Defense Secretary, Malaysian Defense Minister Hamidi said that his country never felt bullied by China but preferred to engage with China. Could you comment?

A: Good neighborly mutual trust, harmonious co-existence, mutually beneficial cooperation and common development is the common aspiration and interest of China and its Asian neighbors as well as the main theme in their relations. Setting great store by its traditional friendship with neighboring countries, China pursues a foreign policy of building a good-neighborly relationship and partnership with its neighbors and commits itself to working with surrounding countries for a regional environment of peace, stability, equality, mutual trust, cooperation and win-win results. China is ready to join other Asian countries including Malaysia to bring more peace, stability, development and prosperity in Asia.

Q: Can you confirm the date and topics for discussion between Chinese and Japanese leaders on the sidelines of the APEC Economic Leaders' Meeting?

A: I don't have any new information to share.

Q: In his speech to Indonesians yesterday, US President Obama said prosperity without freedom was just another form of poverty. Do you think his remarks were alluding to China? How do you respond?

A: We hope relevant country respect other countries' choice of development paths suitable to their national conditions.

Q: Japanese Prime Minister Naoto Kan said that it was up to China to decide whether Chinese and Japanese leaders would meet on the sidelines of the APEC Economic Leaders' Meeting. He also expressed hope that China show a clearer stance through the two meetings (G-20 and APEC) that it would fulfill its responsibility to abide by shared international rules. How do you comment?

A: On China-Japan relations, we have repeated China's stance on many
