第三，国际社会尽管存在分歧和竞争，但各国以合作谋发展的势头上升，为实现互利共赢、共同发展创造了有利条件。各国在新的机遇面前，纷纷把发展作为主要政策目标，在纷繁复杂的挑战面前，也把发展作为解决问题的基本途径，谋发展、促合作成为各国的主要政策取向。在全球化时代，各国相互联系、相互依存加深，合则兴，斗则伤，加强合作、共同发展是大势所趋，这将为实现全球更大范围和更高层次的发展开辟更加广阔的空间。

Third, despite some differences and competition among members of the international community, the trend of seeking development through cooperation is gaining momentum, which provides favorable conditions for win-win progress and common development. In the face of new opportunities, countries have taken development as their main policy goal. In the face of challenges, they, too, consider development a fundamental solution to various problems. As countries are interconnected and interdependent in this era of globalization, we all stand to gain from cooperation and lose from confrontation. To advance common development through cooperation represents the trend of the time and will open up new vistas for global cooperation at a higher level.

总的看，随着世界多极化、经济全球化的发展，世界和平、发展、合作的时代潮流更加强劲。展望未来，无论对中国、还是对世界而言，今后相当长的一段时期都将是一个难得的发展机遇期。

In sum, as the world moves towards multipolarity and greater economic globalization, the trend toward peace, development and cooperation has grown stronger. We have reason to believe that for quite a long time to come, China and the whole world will be blessed with important development opportunities.

Ladies and Gentlemen,

中国的发展，离不开世界;中国的发展，不仅造福自身，也惠及世界。中国在有效克服国际金融危机不利影响，继续保持经济平稳较快发展的同时，再次以实际行动向世界表明，中国始终是促进世界和平与发展的坚定力量。

China cannot develop in isolation from the world and China’s development benefits not only itself but also the rest of the international community. China has been working hard to overcome the adverse impact of the financial crisis and maintain steady and fast economic growth. At the same time, it has shown to the world with concrete action that it is a staunch force for world peace and development.

中国积极致力于维护世界和平的崇高事业。中国维和部队的身影活跃在世界各地的联合国维和行动中，目前在联合国10项维和行动中有2039名中国维和人员，在安理会五常中居于首位。我们建设性参与地区热点问题的解决，努力维护朝鲜半岛和平稳定，推进半岛无核化进程，积极参与阿富汗和平重建等热点问题，促进地区的和平发展。我们妥善处理与邻国争议问题，维护双边关系和地区和平稳定大局。我们发挥负责任大国作用，积极参与防扩散、打击海盗等国际合作。近日，日本遭受历史罕见的特大地震灾害，我们感同身受，胡锦涛主席、吴邦国委员长和温家宝总理分别向日本天皇、国会领导人和菅直人首相致电慰问，胡主席还亲自去日本驻华使馆吊唁。中国迅速派出国际救援队，宣布向日方提供3000万元人民币的物资援助，无偿提供两万吨燃油。中国的一些友好团体、地方政府也纷纷通过各自渠道，向日方伸出援助之手，这一切充分体现了中国人民对日本人民的友好情谊。如你们所知，我们不赞成在国际关系中使用武力。我们高度关注利比亚局势的发展，已对向利比亚进行军事打击表示遗憾。我们主张遵循《联合国宪章》的宗旨与原则以及相关国际法准则，尊重利比亚的主权、独立、统一和领土完整。我们希望利比亚局势尽快恢复稳定，避免武装冲突升级造成更多平民伤亡。
