女士们、先生们、朋友们：

Distinguished guests,

Ladies and Gentlemen,

Dear friends,

很高兴在这个春意盎然的日子里再次来到“中国发展高层论坛”，与各位新老朋友相聚和交流。本届论坛以“经济发展方式转变中的中国”为主题，汇聚各界精英，共商推动世界经济复苏、促进发展方式转变、实现经济社会全面协调可持续发展大计，十分及时，也很有意义。在此，我预祝本届论坛取得圆满成功!

I am delighted to attend the China Development Forum once again and meet you, friends both old and new, here on this beautiful spring day. This year’s meeting, featuring “The Ongoing Transformation of China’s Growth Pattern”, is most timely and highly significant. Present at the forum are the outstanding representatives of various sectors. I am certain that we will benefit greatly from your insightful views on such topics as world economic recovery, transformation of development pattern, and comprehensive, coordinated and sustainable economic and social development. I wish the meeting full success.

在进入21世纪第二个10年之际，世界正处于大发展大变革大调整之中，各国发展既面临严峻的挑战，更面临难得的重大机遇。

As we enter the second decade of the 21st century, our world is experiencing major developments, major changes and major adjustments. Countries around the globe face not only serious challenges, but also and more importantly, rare and important opportunities.

首先，国际经济尽管存在不稳定不确定因素，但复苏势头得到保持，世界经济结构调整为促进发展带来了新机遇。包括新兴经济体在内的广大发展中国家发展势头良好，进一步缩小了南北差距，促成“百花竞放春满园”的多元发展格局。世界经济治理机制改革稳步推进，推动国际秩序向着更加公正合理的方向发展。许多国家积极进行经济增长方式的变革，以“绿色、智能、可持续”为重要特征的新技术革命和产业革命方兴未艾，将为全球经济发展注入新动力。

First, despite some destabilizing factors and uncertainties in the world economy, the momentum of recovery has taken hold, and the global economic restructuring has brought new opportunities for development. The strong growth of the emerging economies and other developing countries has further narrowed the North-South gap and led to a new development pattern featuring dynamic growth of different economies. Steady progress has been made in reforming the world economic governance system and making the international order more just and equitable. Many countries are shifting economic growth patterns and pursuing technology revolution and industrial revolution aimed at green, smart and sustainable development. This will lend new impetus to world economic growth.

其次，国际安全形势尽管挑战更加复杂多元，但总体和平稳定的大环境继续保持，为促进发展提供了有利保障。当前，经济安全、能源安全、粮食安全、恐怖主义、网络安全等非传统安全问题不断升温，日本的核泄露事故向国际社会敲响了核能安全的警钟。这些问题与地区冲突、热点问题等传统安全问题相互交织，安全问题的综合性、整体性和关联性上升。解决全球性挑战，各国单打独斗不行，孤军奋战不行，以对话合作寻求共同安全成为越来越多国家的共识。

Second, despite complex and diverse challenges, the international security situation is on the whole peaceful and stable, providing strong safeguards for greater development. Non-traditional security issues, including economic security, energy security, food security, terrorism and cyber security have become more pronounced, and the nuclear leak in Japan sounded the alarm to the international community about the safety of nuclear power. These non-traditional security threats are entwined with traditional security issues such as local conflicts and hotspots, making today’s security challenges interconnected, cross-cutting and multi-dimensional. It is impossible for any one country to meet these challenges alone. More and more countries have come to realize that we must pursue common security through dialogue and cooperation.
