Premier Wen, I'm from the Financial Times. As you mentioned in your previous response that China has huge domestic needs for spending, particularly in rural areas. In that context, does it make sense for China to have 2 trillion dollars of reserves which is money that you effectively lend to richer countries? The second question I ask about Tibet. In the last week, in particular there have been extraordinary security measures, not only in the Tibetan Autonomous Region, but in other Tibetan parts of China. Given these very extreme security measures, does it not indicate that there are serious problems with your policies in these regions of the country? Thank you.

As for your first question, I think I've already given an answer to a question raised by FT in the United Kingdom. And still, I would like to use this opportunity to make further clarification.

中国的外汇储备是中国人民通过辛勤劳动而创造的，它提高了中国对外支付的能力，也增强了中国经济的实力。

China's foreign exchange reserves are created thanks to the strenuous efforts made by the Chinese people. This has greatly increased China's capacity to pay in external transactions and trading. And at the same time, it does also demonstrate China's economic strength.

但是，外汇储备资金实际上是人民银行的外汇资产，也是人民币负债，不是财政资金。

However, the holdings of foreign exchange are in the form of a kind of a borrowing on the account of the banks, and foreign exchange reserves are not money of the fiscal resources.

外汇资金的使用主要还得用于对外投资和对外贸易。

The use of the foreign exchange reserves should be made mainly in external investment and international trade.

我们已经采取了外汇储备多元化的经营方针。从现在看，我们外汇总体上是安全的。

We have already introduced a diversified strategy in managing our foreign exchange reserves. As far as the current state is concerned, our holdings are generally safe.

我们将进一步扩大开放，利用两个市场和两种资源，充分发挥外汇储备的作用.

We will further open up China to the rest of the world, to make full use of both the domestic and international markets, and domestic and international resources, and we need to give full play to the role of foreign exchange reserves.

使外汇储备既能做到“安全、流动和保值”，又能支持国家建设和改善人民生活。

So that the foreign exchange reserves we have will not only be following the principle of good value, safety and liquidity, but also support the national development and improvement of people's lives.

西藏的总体形势是安定的，西藏人民希望安居乐业。

The situation in Tibet is on the whole peaceful and stable. The Tibetan people hope to live and work in peace and stability.

宪法和民族区域自治法保障了西藏人民的自由和权利，包括宗教信仰自由。

Both the Chinese Constitution and Law on the Regional Ethnic Autonomy have provided for the freedoms and rights of people in Tibet, particularly their freedom of religious belief.

国家这些年也加大对西藏的财政投入，加快西藏经济建设的步伐，努力改善农牧民的生活。

Over the past a few years, the state has also made efforts to increase fiscal input in Tibet to accelerate the economic development in the region and improve the livelihood of the farmers and herdsmen in Tibet.
