from the bottom up = “从细微末节做起”?

Just as good character comes from the bottom up , so does a good society. This is why the idea, and not the actual policies, of clamping down on anti-social behaviour builds on a genuine insight .

原译：

好的品德要 从细微末节做起， 一个良好的社会也是这样。这就是取缔反社会行为的想法(而不是实际政策)在于真正的 自我省悟 的原因所在。

改译：

正如良好的品格 要从基础抓起 ，一个良好的社会也是如此。这就是打击反社会行为的想法，而非实际举措，是建立在真正的 洞察力 基础上的原因。

点评：

1、 bottom是“基础”的意思，from the bottom up就是“从基础抓起”，故把“从细微末节做起”改为“从基础抓起”。

2、 insight是“洞察力”的意思，译为“自我省悟”就不对了，美国有家杂志Insight，中文则译成《洞察》。

**This is why the idea, and not——social behaviour builds on a genuine insight.

这句话的意思从英文能看得懂，但是上面的两种翻译却都看不明白。或许还有上文吧，否则怎么都难看出idea指的是反社会行为，但这里是不是就直接用‘想法’而不是那么复杂的一个名词比较好呢?
