洪磊首先发布消息:

应俄罗斯联邦政府总理普京、塔吉克斯坦共和国总理阿基洛夫邀请,国务院总理温家宝将于11月22日至25日对俄罗斯联邦进行正式访问并举行中俄总理第十五次定期会晤、对塔吉克斯坦共和国进行正式访问并出席在杜尚别举行的上海合作组织成员国第九次总理会议。

访问期间,温家宝总理将与俄罗斯和塔吉克斯坦领导人就发展双边关系、深化各领域互利合作以及共同关心的国际和地区问题深入交换意见;同上海合作组织其他成员国政府总理就落实塔什干峰会共识,深化经济、安全、人文等领域合作进行研究和部署。

11月18日(星期四)下午4点,外交部将会同有关部委在这里举行中外媒体吹风会,介绍温家宝总理此次访问的有关情况。具体情况请大家留意IPC网站。

问:缅甸政府近日释放了昂山素季,中方对此有何评论?

答:我们希望并相信,缅甸将继续推进“七点路线图”计划,保持和平稳定,推进民族和解与经济社会发展。

问:据报道,菲永再度被任命为法国总理并负责组建下届新政府。中方是否已向其致贺电?对法国新政府有何期待?另外,玛丽将担任法国新外长。中方对此有何评论?

答:中方注意到法国组成新政府,温家宝总理和杨洁篪外长分别向菲永总理和阿里奥-玛丽外长致电祝贺。当前,中法关系发展势头良好。本月初,胡锦涛主席对法国进行的国事访问取得圆满成功,两国元首就建设互利互信、成熟稳定、面向全球的中法新型全面战略伙伴关系达成重要共识。中方愿同法方一道,落实两国元首达成的共识,继续密切高层交往,深化各领域务实合作,密切人文交流,增强在国际事务中的沟通协调,推动中法关系不断取得新的发展。

问:据报道,美国提出巴以和谈新方案,即以色列将不包括东耶路撒冷在内的限建令再延长90天。中方对此有何评论?

答:我们注意到有关报道。中方认为,当务之急是妥善处理犹太人定居点问题,排除巴以和谈的障碍。中方欢迎一切有助于推动巴以和谈进程的国际努力,希望有关各方为尽早复谈创造条件。

问:据报道,孔戴已赢得几内亚总统选举胜利,成为几内亚首位民选总统。中方对此有何评价?对中几关系有何期待?

答:今年以来,几内亚政治和解进程不断推进,并顺利举行第二轮总统选举。日前,几内亚独立选举委员会公布了初步选举结果。中方希望几内亚各方以国家和全体人民的利益为重,珍惜和平与稳定局面,平稳实现政权过渡。

中几关系长期友好,双边合作前景广阔。中方愿在真诚友好、平等互利基础上,进一步推进双边友好合作,继续为几内亚和平与发展事业发挥建设性作用。

问:在近日结束的中俄印外长会晤中,俄印均对巴基斯坦成为恐怖组织的避风港表示关切,中方对此持何态度?

答:中俄印外长日前在武汉成功举行了第十次会晤,会后发表了公报。有关内容请你查阅相关公报。

问:胡锦涛主席在出席APEC领导人非正式会议期间与日本首相菅直人会晤。中方对此次会晤有何评价?

答:胡锦涛主席在出席APEC领导人非正式会议期间应约同菅直人首相会晤,进行了交谈。胡主席全面阐述了中方对改善和发展中日关系的原则立场和主张。有关内容可以看中方发表的新闻稿。这个新闻稿全面、准确地反映了会晤的内容。

问:11月11日,伊拉克国民议会选举产生新一任总统、议长。中方对此有何评论?

答:我们对伊拉克国民议会11日选举产生新一任总统、议长表示欢迎,对塔拉巴尼总统连任、努贾伊菲议长当选表示祝贺。希望伊拉克新一届政府尽快组成,凝聚各派力量,实现国家的长治久安。中方愿同伊方一道,推动两国传统友好合作关系不断巩固、发展。

On the afternoon of November 16, 2010, Foreign Ministry Spokesperson Hong Lei held a regular press conference.

Hong Lei started the conference with an announcement:

At the invitation of Prime Minister Putin of the Russian Federation and Prime Minister Oqilov of the Republic of Tajikistan, Premier Wen Jiabao will pay official visits to the two countries from November 22 to 25 during which he will also hold the 15th China-Russia Regular Prime Ministers' Meeting and the 9th Meeting of Prime Ministers of Member States of the Shanghai Cooperation Organization (SCO) in Dushanbe.

During the visits, Premier Wen Jiabao will have in-depth exchanges of views with Russian and Tajik leaders on bilateral relations, mutually beneficial cooperation in various fields as well as international and regional issues of common interest. He will also have discussions with Prime Ministers from other SCO member states on how to materialize the consensus of the Tashkent Summit and deepen cooperation in various fields such as economy, security and culture.

At 4:00pm on Thursday, November 18, officials from the Foreign Ministry and other ministries will give a press briefing on Premier Wen Jiabao's upcoming visits. Please check the IPC website for more information.

Q: How do you comment on Aung San Suu Kyi being freed from house arrest by the Myanmar Government?

A: We hope and believe that Myanmar will continue to follow the "seven-step road map" in its effort to maintain peace and stability while moving towards national reconciliation and socio-economic development.

Q: It's reported that Mr. Fillon was reappointed as French Prime Minister in a cabinet reshuffle. Has China sent him congratulations? What is your expectation of the new French Administration? Also, could you comment on Madame Marie taking the position of French Foreign Minister?

A: China takes note of the formation of the new French Administration. Premier Wen Jiabao and Foreign Minister Yang Jiechi have sent messages of congratulations to Prime Minister Fillon and Foreign Minister Alliot-Marie respectively. At present, China-France relations enjoy sound development momentum. Earlier this month, President Hu Jintao paid a successful state visit to France during which the two heads of state reached major consensus on building a new, mature and stable comprehensive strategic partnership based on mutual trust and mutual benefit and with a global perspective. China is ready to work with France to implement such consensus, maintain frequent high-level and people-to-people exchanges, deepen practical cooperation in various fields and strengthen communication and coordination in international affairs with a view to achieving greater development of China-France relations.

Q: It's reported that the US made a new proposal for Palestine-Israel peace talks which required the Israeli side to extend the settlement freeze that does not include East Jerusalem for 90 days. Do you have any comment?

A: We have taken note of relevant report. China believes that the pressing task is to properly handle the Jewish settlement issue to remove the obstacle for peace talks. We welcome every international effort that is conducive to Palestine-Israel peace talks and hope relevant parties create conditions for an early resumption of talks.

Q: It's reported that Alpha Conde was declared winner of Guinea's presidential election and became the country's first elected president. How do you comment? What is your expectation of China-Guinea relations?

A: Over the past year, Guinea has made constant progress in political reconciliation and held the second round of Presidential election smoothly. The Guinea Independent Election Commission has recently announced the preliminary result. China hopes that relevant parties in Guinea proceed from national and people's interest, cherish peace and stability and strive for a stable power transition.

China and Guinea enjoy long-time friendship and broad prospect for cooperation. China is ready to further the bilateral friendly cooperation on the basis of sincere, friendship and mutual benefit on an equal footing while continuing to play a constructive role for Guinea's peace and development.

Q: In the recently-ended China-Russia-India Foreign Ministers' Meeting, both Russia and India voiced concern over Pakistan becoming a haven for terrorist groups. What is China's attitude on this?

A: Foreign Ministers from China, Russia and India have recently concluded their 10th meeting in Wuhan City with a communiqué, to which you may refer.

Q: How do you comment on President Hu Jintao's meeting with Japanese Prime Minister Naoto Kan on the sidelines of the APEC Economic Leaders' Meeting?
