第一，要改革国际货币基金组织的内部治理结构，防范融资及投资的风险，贯彻权利与义务对等的原则，更多地关注发展中国家的利益。

Number 1, it is necessary to reform the internal governor structure of the IMF to fend off financing and investment risks, it is also important to implement the principle of striking a balance between rights and obligations, at the same time, the IMF should also pay more attention to the interests of developing countries.

第二，国际货币基金组织的增资不是一个国家的事情，我们主张组织内的各成员国依照份额共同承担责任。

Number 2, to increase the contribution to the IMF is not matter for just one single country, we believe that it is necessary for all members of the IMF to shoulder the responsibilities together in accordance with the quotas they have.

第三， 其它国际金融机构也要采取多种融资方式进行融资。

Number 3, we also need to encourage other international financial institutions to resort to a variety of means to provide financing.

第四， 任何国家对国际货币基金组织的增资都应从本国实际出发，本着自愿的原则。

Number 4, for whatever country in this world, any contribution to be increased to the IMF should be made in light of the actual conditions of that particular country and on a voluntary basis. Thank you.

We have noted that in your report on the work of the government you indicated that the central government will go all out to support and consolidate Hong Kong's status as an international financial center. The central government will also go all out to support the diversified development at appropriate level by Macao. At the end of last year, the central government also approved the Reform and Development Plan for the Pearl River Delta Area. Hong Kong and Macao have a lot of expectations of this plan. As you just said that international financial crisis is still spreading and is yet to hit the bottom and the negative impact of the financial crisis are now being felt more acutely in Hong Kong and Macao. I would like to know that what kind of new steps will the central government take to support the efforts of Hong Kong and Macao to tackle the financial crisis.

温家宝：中央十分关注港澳地区在这场金融危机中所遇到的困难，我在报告中已经提出了若干措施。我想再清晰地表达几点。香港是国际金融中心，应对金融危机最重要的是要保持金融的稳定，维护国际金融中心的地位。为此，第一，要加强内地与香港的金融合作。我可以告诉你，关于实行人民币贸易结算试点的方案，中央有关部门已经完成制定工作，经国务院批准以后，将尽早实施。

In my report on the work of the government, we have already introduced several steps to support the efforts of Hong Kong and Macao in this regard. And I would like to make the 4 points in clearer terms. No.1, Hong Kong is an international financial center. What is most important for Hong Kong to tackle the international financial crisis is to maintain financial stability and to retain its status as an international financial center. To this end, I believe that it is necessary for Hong Kong and mainland to strengthen their financial cooperation. I can tell you here that as far as the RMB settlement plan is concerned. The confident central government departments have already formulated the plan. Once the plan is approved by the State Council, we will see to it that this plan be implemented as quickly as possible.

第二，加快推进内地涉及港澳的基础设施建设。在这里我也想清楚地表明，港珠澳大桥融资问题已经解决，各项准备工作加紧进行，年内一定开工。

No.2, we want to accelerate the infrastructure development connecting the mainland, Hong Kong and Macao. And I want to make it very clear here that actually the financing problem plaguing Hong Kong, Zhuhai and Macao Bridge Project has already been resolved. Preparations are now being made very intensively and we will try to make it start, the construction start before the end of this year.

第三，在今年内将会签署CEPA的补充议定书，主要是扩大对香港服务业的开放。

No3. Within this year, Supplement Agreement to the CEPA between the mainland and Hong Kong will be signed. According to this Supplement Agreement, we will further increase the access to the mainland's market by the service sector in Hong Kong.

第四，中央已经批准珠三角改革和发展的长远规划。这个规划将有利于发挥三地的优势，加强合作，优势互补。

No 4. The Central Authorities have already approved the long-term plan for the Reform and Development (of) the Pearl River Delta Region. And in accordance with this plan, that we will be able to give full scope to the advantages of the three areas and further strengthen their cooperation and enable these three areas to draw on each other's strength.

第五，支持澳门经济适度多元发展，中央准备采取新的举措。

Fifthly, in order to encourage appropriate diversification development by Macao, the central government is also prepared to introduce new steps.

香港、澳门有应对亚洲金融危机的经验。我们完全相信，在特区政府的领导下，两地的人民有能力应对这场金融危机，克服困难，继续保持繁荣和稳定。

People in Hong Kong and Macao have experience in tackling the Asian financial crisis. We also have full confidence that under the leadership of the Hong Kong Special Administrative Region Government and Macao Special Administrative Region Government, people in Hong Kong and Macao are fully capable to tackle the international financial crisis and will be able to overcome the difficulties and maintain the prosperity and stability in Hong Kong and Macao.

最后，我想再次表示，祖国永远是港澳的坚强后盾，我们会鼎力支持香港和澳门的经济发展。

Before I conclude my answer to this question, I would like to reassure you that motherland is always the strongest supporter of Hong Kong and Macao. And we will do what is in our power to support the economic development of Hong Kong and Macao.
