2010年11月23日,外交部发言人洪磊主持例行记者会。

洪磊首先发布消息:

中印边界问题特别代表将于11月29日至30日在北京举行第十四次会晤。中国国务委员戴秉国和印度国家安全顾问梅农将出席会晤。

问:据报道,朝鲜今天向韩国延坪岛发射炮弹,韩国进行了还击。中方对此有何评论?

答:我们注意到有关报道,对事态表示关注。具体情况有待核实。希望各方保持冷静克制,共同致力于维护朝鲜半岛的和平稳定。

问:朝鲜近日向访朝的美国专家公开了其铀浓缩设备,中方对此有何评论?

答:我们注意到有关报道。通过对话协商实现半岛无核化是中方的一贯坚定立场。目前的当务之急是尽快重启六方会谈。我们希望有关各方共同努力,为重启六方会谈创造条件,使朝核问题尽快回到对话协商轨道,在六方会谈框架内通过对话协商妥善解决各自关切,全面落实9·19共同声明中的各项目标。

问:中方就钓鱼岛“撞船事件”对日采取的反制措施是否仍在继续?中方考虑何时恢复省部级以上交往?

答:近期,中日两国领导人举行会晤和接触,就推动中日关系改善发展达成重要共识。希望中日双方相向而行,根据两国领导人共识精神,加强各领域交流合作,推动中日关系持续、健康、稳定发展。

问:中方一直表示希望包括朝鲜在内的有关各方多做有利于半岛和平稳定的事情,那中方对朝鲜向韩国开火和朝展示铀浓缩设备有何评论?

答:中方坚定不移地推动实现朝鲜半岛无核化,坚定不移地维护半岛和东北亚和平稳定。继续推进六方会谈进程,全面落实9·19共同声明确定的各项目标符合有关各方共同利益。

问:朝方向美国专家展示铀浓缩设备后,中方是否与朝韩双方分别取得联系?

答:中方愿同有关各方就朝核问题最新发展保持密切沟通。

问:据报道,美国对朝政策特别代表博斯沃思今天访华,中美双方谈了哪些议题?

答:美国对朝政策特别代表博斯沃思于23日至24日访华。外交部副部长崔天凯、中国政府朝鲜半岛事务特别代表武大伟将分别会见博斯沃思一行。

问:日本最近宣布将向与那国岛增派士兵,这对中日关系将产生怎样的影响?

答:我们注意到有关报道。中国坚持和平发展,奉行防御性国防政策,不对任何国家构成威胁。希望日方多做有利于增进中日政治安全互信的事情。

On the afternoon of November 23, 2010, Foreign Ministry Spokesperson Hong Lei held a regular press conference.

Hong Lei started the conference with an announcement:

Special Representatives of China and India on boundary issue will hold their 14th meeting in Beijing from November 29 to 30. Chinese State Councilor Dai Bingguo and Indian National Security Advisor Menon will attend the meeting.

Q: It's reported that the DPRK fired artillery on Yeonpyeong Island of the ROK, and the latter fired back. How do you comment?

A: We have taken note of relevant report and express concern over the situation. The specifics need to be verified. It is hoped that parties involved keep calm and exercise restraint to be jointly committed to peace and stability on the Peninsula.

Q: The DPRK revealed its uranium enrichment facilities to a visiting US scientist. Could you comment?

A: We have taken note of relevant report. It is China's consistent and firm position to realize denuclearization of the Peninsula through dialogue and consultation. What is imperative now is to restart the Six-Party Talks as soon as possible. We hope that parties concerned make joint efforts to create conditions for the resumption of the Talks so as to bring the DPRK nuclear issue back to the track of dialogue and consultation, addressing each party's concerns properly within the framework of the Six-Party Talks and materializing goals set in September 19 Joint Statement comprehensively.

Q: I wonder whether the countermeasures that China took against Japan after the Diaoyu Island "collision incident" remain in effect? When will China resume exchanges at or above the ministerial level?

A: During their recent meeting and contact, Chinese and Japanese leaders reached major consensus on promoting improvement and development of China-Japan relations. We hope the two sides meet each other halfway and strengthen exchanges and cooperation in various fields in the spirit of the leaders' consensus so as to achieve sustained, healthy and stable development of bilateral relations.

Q: China keeps saying that parties concerned including the DPRK could do more to contribute to peace and stability on the Peninsula. Then how do you comment on the DPRK opening fire at the ROK and unveiling its uranium enrichment facilities?

A: China remains steadfast in promoting denuclearization on the Korean Peninsula and safeguarding peace and stability on the Peninsula and in Northeast Asia. It is in the common interest of all parties to promote the Six-Party Talks and materialize all the goals set in the September 19 Joint Statement in a comprehensive manner.

Q: Did China make any contact with the DPRK and the ROK respectively after the US expert was shown the DPRK's uranium enrichment facilities?

A: China will stay in close communication with all parties on the latest development of the DPRK nuclear issue.

Q: It's reported that US Special Representative for the DPRK Policy Bosworth is visiting China today. What are the topics for discussion?

A: US Special Representative for the DPRK Policy Bosworth will visit China from November 23 to 24. Vice Foreign Minister Cui Tiankai and Special Representative Wu Dawei of the Chinese Government on the Korean Peninsular Affairs will meet with him respectively.

Q: Japan has recently announced plans to send more troops to Yonaguni Island. How will that affect China-Japan relations?

A: We have taken note of relevant report. Pursuing peaceful development and a national defense policy which is defensive in nature, China poses no threat to any other countries. It is hoped that the Japanese side do more to contribute to China-Japan political and security mutual trust.
