National examinations for under-16s should be scrapped according to a teaching standards watchdog calling for a radical overhaul of testing.

Teaching unions have backed recommendations from the General Teaching Council (GTC) to abolish Standard Assessment Tests (SATs) for seven, 11 and 14-year-olds in England.

 A report by the independent regulatory body suggests that children learn best without the constant stress of examinations.

Instead, it suggests a sampling system of testing where less than 1% of primary school children and less than 3% of secondary pupils would sit exams to map overall education standards.

Chief executive of the GTC, Keith Bartley, said teachers should be allowed to teach children to their own strengths.

Of course there still needs to be a way of testing pupils when their standard education comes to a close, whether that be at 16 or 18," he said.

"But placing added stress on pupils, teachers and parents on a regular basis before that time is not creating the best environment for learning."
